Government of India after abrogating article 370 and 35A issued the most waiting decision i.e Domicile law for J&K.
According to the J&K reorganisation act 2019 there are number of changes being done in the previous Domicile law.
The new domicile law talks about the job polocy for j&k as well as National youths and the land acquisition. In this section:

Domicile critaria
Who can get the domicile certificate for purpose of any service appointment in UT?
- Any one i.e the citizen of India, being working in J&K from 15 years or for 15 years, or resided in J&K for 15 years, or studied for period of 7 years and appeared in 10th/12th class examination in any educational institution of union territory Jammu and Kashmir, can get the domicile certificate.
- Anyone who is registered as Migrant by Relief and Rehabilitation commissionar(migrant) in UT of Jammu and Kashmir.
- Children of all those employees serving in or served in central jobs for 10 years like PS banks, All india administrative services, stuatatory bodies, central university employess can get the domicile law.
-Children of resident of UT jammu and Kashmir serving in other states for business/studies can get the domicile certificate, parents fulfilling the condition as 1st section above.
These all can apply for any post in J&K
Except for the post below Level 4 (25550) which are reserved for Residents of J&K only.

Job policy
Its a new job policy for jammu and Kashmir residents.
Now the conditions for job are completely changed.
As we are in UT now, all the central laws and amnedments are applicable in J&K.
- Level 4 posts( Juniour assistant, librarian etc i.e Non gazatted posts) are being filled only by residents of Jammu and kashmir and no outsider is allowed to participate.
-While other gazatted posts are filled via national level partition.
There are two types of controversies related to this new domicile law;
• Some believe that it creates joblessness, unemployment in J&K while some believe that it create an environment of competition.
• Some believe that this is against youth while some believe that it is good.
• Some thinkers tell its consequences as there should be J&K native first preference while some think it creates an opportunity for them to go beyond state knowledge and enhance skills
There are number of rumours too spreading, some misbeliefs also too.
Analytical studies shows that:
□ Its a decision coming in times when there is huge unemployment in our UT and in thsi time if national level participation is taken, it may creates joblessness but in other side it is also true that outer environment and knowledge must come in our state as we were apart from this since decades.
□ After going in mainstream, the education and other sectors strengthen which help in the upliftment of our societies while it is also true that upto this time the educational sector in our J&K is much in backlog which creates inequality with our youths.
□ Open to all makes bestest but its also true that the first right is of natives.
Jkopinion view: Some are thinking that we are Peons but its not true there are numerous examples from our states topping in national level exams. When we realize the need of hard work for jobs, youths automatically start studying much better and effectively.
Some thinking that what we study in 12th is in 6th standard in delhi. Its not true. Hard work is the most powerful weapon.
Its true that Opportunity for natives is low for our posts now but its unlimited in national level and politicians describing the joblesnes must be asked why not they provide world class education from decades.
All other students form 28 states and 7 UT's aren't afraid for national level participation, then why we. Its all because of poor education in our areas.
Government must work best for education sector and We know the potential of J&K youths, they will Perform better.
