Teacher means we learn from our past. If such incident didn't happen in past, today we are not what we have. By learning from past, we become what we have. If our past was good, we recall and cry and wish, "Please, past moments come back," but they never come back, and we feel bad and become sad. We need to not recall past because they never come back and we can't change the past. If we recall past, we have to respect past as a teacher. Big Change|Now People who fulfill the conditions to get "Domicile" of the state, will be eligible for Job recruitments in the UT of Jammu Kashmir

A person residing in Jammu and Kashmir for at least fifteen years will now be eligible to be a domicile of the union territory, according to the new rule issued by the Centre on  Tuesday.

In the latest gazette notification,  Section 3A of the J&K Reorganisation (Adaptation of the state law)  order 2020,  under the J&K civil services. (decentralisation and recruitment) Act,  has been introduced to define domicile as that '' who has  resided for a period of fifteen years in the UT of J&K or has studied for a period of seven years and appeared in class 10th or 12th examination in an educational institution located in the UT of J&K.


Before August 5, 35 A of the Constitution empowered J&K assembly to define a J&K resident, who alone were eligible to apply for jobs or own immovable property.


The definition expands to include “children of those central government officials, all India services officers, officials of PSUs and autonomous body of central government, public sector banks, officials of statutory bodies, officials of central universities and recognised research institutes of central government who have served in Jammu and Kashmir for a total period of ten years or children on parents who fulfil any of the conditions in sections.

The provisions of the Act authorise the Tehsildar  as competent authority for issuing the domicile certificate, as opposed to deputy commissioner or any officer specially notified by the state government by way of a gazette notification in the form of a SRO. 
29 state laws have been repealed while 109 have been amended. Section 5A states that no person shall be eligible for appointment to a post carying a pay scale for not more than level 4 “unless he is a domicile of UT of J&K."

*DDC reviews the progress in the implimentation of POSHAN ABHIYAN.* KISHTWAR 04-07-2020District Development Commissioner Kishtwar Rajinder Singh Tara today convened a meeting of all district officers here in his office chamber and reviewed the progress in the implimentation of the District Convergence plan under POSHAN ABHIYAN.The meeting was attended by Additional Deputy Commissioner Kishtwar Pawan Parihar,Joint director Planning Mohd Iqbal, Assistant Commissioner Development, Kishore Singh Katoch ,District Social welfare officer Tariq Ahmad Qazi, Chief Medical Officer kishtwar Dr R .S Manhas,Chief Education Officers Dr Kuldeep Sharma , Assistant Director FCS&CA kishtwar, Executive officer MC Tariq Balwan,XEn PHE N K Gupta, besides concerned officers and officials among others. At the outset Program Officer ICDS Kishtwar Pawan Parihar briefed the meeting about the progress at different quarters that are underway for the ensured implementation of Convergence Plan under POSHAN ABHIYAN.During the meeting DDC urged the heads of concerned departments to work in a tandem and asked for pooling their efforts under a convergence plan so that an integrated approach could be carved out for achieving the tangible results under the POSHAN ABHIYAN.Furthermore he assessed one by one the Progress made in various quarters viz. construction of govt buildings for the effective functioning of Anganwari Centres in rural areas ,provisions for safe drinking water and child friendly toilet facility in privately hired set ups, maintenance of database of all health checkups and and nutritional status of pregnant ladies ,creation of dedicated Cooking facility in the Anganwadi centres, installation of Sanitary Napkins Vending machines at Govt Girls Higher Secondary School Kishtwar and in other identified high schools,providing Jal Jivan kits to AnganWari centres etcDDC asked PO, ICDS for conducting of Capacity building workshops and training programs for Supervisors by the end of this week.Besides , he also directed PO, ICDS and ACD kishtwar for the quantification of funds under convergence plan and submitt the proposals projected under B2V-2 in this regard in his office for further course of action.While emphasizing upon the role of PRIs and other religious leaders in the effective implementation of the POSHAN ABHIYAN and other schemes of ICDS at the gross root level , he asked the Nutritional mobilizers to work in cooperation with them for gross root level success of ABHIYAN.
